If you check Wowhead's Shadowlands timers, they show the Tormentors spawn times. Wrath of the Jailer and Tormentors alternate every hr, and then just go an hour before (or afterwards) whatsoever listed tormentor effect, and Wrath of the Jailer should exist available.
